Certainly in the UK all new cars made from 2017 onwards come with official C-HR branded Car mats as standard.

Not sure about other countries.

Here in Greece it's included in the "gifts" that the dealers use to give. I can't imagine that there is a country that deliver car without mats.
However I usually change my mats for better quality.
Toyota's are OK but there is no cover in the middle back. It's exactly where my kids love to destroy a car.
